Semantic Web - vague but exciting?

to organize information systematically

to extract meaning

HTML --> XML --> RDF & OWL ...

How easy it is to find all the relevant information about a 'thing' in this world? Web 2.0 may provide the information; how to measure the relevance? Will semantic web also control the search engine bias?
